Not only with this cachette but with earlier material that certainly, probabably or possibly came from Luxor temple, many of the statues were unfinished. They had the basic shape but had not been detailed or polished.
Ray's theory is that these statues were, or were going to be, gessoed and gilded. He cites Tutankhamun's guardian statues for comparison. He even claims to have detected evidence of gesso and gold on one of the cachette statues that is now in the Luxor museum.
